Measuring Change

"We have done the Self Assessment several times. Each time we did the current level and the target for the future.
So what we did was to take the results of last time and looked at what the targets were for last year and we looked at whether we had met those targets.
And we realised that with some of the practices we had remained at the same level and we did not meet the target at all. And in some of the practices we found that we had gone beyond the target.
But our concern was about the practices that did not make the target. And here we talked about what happened, why did we did not meet the target that we had set last year and how we could improve themselves more in that regard."

How do organisations and communities measure their own progress on HIV/AIDS?
The primary function of measurement is to benefit and to motivate those who are doing the measurement, the community themselves. It should not be focused on demonstrating the validity of the approach to external parties. This Life Competence Model is summarised below and a detailed description is given in this document.
It is in sharp contrast to traditional practice which has been described as The Factory Model, again summarised below for which there is no example of it successfully turning the tide of the epidemic.

Life Competence Model
  1. Self Assessment
    The community decides on 3 priority practices based on their Self Assessment. They define their Current Level and their Target Level.
  2. Action
    The community defines a set of actions to meet each target.
  3. Measure Progress
    For each action, the community defines how they will know that they are making progress AND how someone else would verify that assessment.
