Eleven members of the Belgian facilitation team came together in Brussels to set the foundations of ‘BelCompetence’ as an official non-profit organisation. “BelCompetence is a new star in the Constellation,” said Louis Marie Butoyi adding that “those who believe that human beings are central in the response to HIV and not technology, will be able to connect.”

Four Provincial AIDS Councils in the Philippines did their self-assessment on HIV. They realized that they must involve young people, women and Men having Sex with Men (MSM) in the provincial response. For the first time, the Councils integrated the action plans of these groups into their own action plan.
“In all of the provinces people realized that money is not really the problem. It is about working together, “explained Caca who introduced the AIDS Competence Process in these provinces.

The new Board Members of the Constellation and the Core Facilitation Team met on 29-30 September in Chiang Mai. They built a common vision for the future and a way to move towards that vision. “We agree that we have to remain a small organisation. AIDS Competence will spread through our members,” explained Jean-Louis Lamboray, the Chair of the Constellation. “And we acknowledged that we are not only about AIDS, we are about life.”

Eighteen knowledge rooms will be set up at ‘trucks stops’ in Burundi, DR-Congo, Kenya, Rwanda, Tanzania and Uganda, to stimulate conversations about HIV among truck drivers and surrounding communities. In September, National Facilitation Teams in Kenya and DR-Congo trained moderators for the Knowledge Rooms. “The main action takes place out of the building,” explained April Foster, Constellation coach involved in the GLIA Process in Kenya.
